A level 2 spell that can heal 12d8 worth in hit points would be too strong if it could be reasonably used in combat. That's what mass healing word and mass cure wounds is for.
The spell isn't designed to be a combat spell. Think of it more like a super-short rest, for when the party doesn't have time for a 1 hour short rest or wants to conserve hit dice. If in battle, a 2nd level cure wounds spell will have the same effect... but will only target one creature. This spell is very useful for quickly healing the party quite considerably without spending the time for a full rest, especially at 3rd and 4th level before mass healing word can be used.
Its 10-minute casting time also makes it perfect to heal a wounded party while the wizard/ casts a ritual spell, since ritaul spells take just over 10 minutes to cast.
Could this be precast as a spell glyph and triggered under that spell?

tricky to implement. select optional on creation, then optional tab at race, then the options you are opting into. Seems a bit much.

i thought i say some where that this could be cast as a ritual as well so it didn't take a spell slot up for the cleric
RAW solution is to put it in a Spell Gem. You can cast the spell from the item. At that point, you can even Quicken it to a Bonus Action if you're a Divine Soul.
Absolutely not, no healing spell can be ritual cast. You can cast it instantly using Wish though, where it'll heal 8d8 + mod, 2d8 more than mass cure wounds cast the same way and with the same radius, but it has to be centered on yourself unlike Mass Cure.
This states it’s only for clerics but the books say paladins can take it as an additional spell. Which is correct? Which is correct and if I can take it for a paladin which is oath to type. But his would really need my guy up.

Tasha's Cauldron of Everything gave classes optional additional spells to prepare or take. Paladins got Prayer of Healing as a spell to prepare. Ask your DM if he allows the optional rules from Tasha. It is just a paladin spell, it has no oath you need to take.
of course, that's the point. It'd be OP in battle, it's meant to be a nice out-of-combat source of healing. It's especially useful in campaigns that use Gritty Realism, or where healing is slower/harder. But even in regular campaigns this spell is really good because it gives a massive amount of healing across multiple party members for a low-resource cost. Not all spells are meant exclusively for battle, some of the best spells in the game are non-combat spells.
