Created a new campaign first time, pasted link for players and they kept claiming unassigned chars. just a datapoint for the UX review needed for this.
I'm confused: that's what unassigned characters are for. They are designed to be claimed by other players. If you aren't wanting players to claim them, why did you unassign them?
I didn't know what they were and In trying to figure out how to add players I created one and then the person I invited kept picking that instead of adding their own. Sorry, there is probably a simple sheet that outlines the steps, I tried to figure it out as I went based on the UI alone.

When I get to ddb, go to my campaigns, and make a new character there, it defaults to unassigned when it's finished. Every character I make follows this behavior.

Indeed. It’s because the system assumes that if a DM is creating a character in their own campaign that they are doing it on behalf of a player.

Thanks for explaining. That's a relatively new way to add a character to a campaign; I didn't even remember that the "create unassigned character" button was there. The other option is to create the character in the builder and then add it using the invitation link.
I was not finding the path to add a created character via the link until long after i got in the habit of going via the campaign to start. The problem is that this is all non intuitive. If we have to have this conversation in three first place out means work needs to be done here.
As a software developer with UI/UX experience, I can tell you familiarity blinds you. I came in this cold and fresh and even given my background it was not very intuitive . This should be a very clear signal. Maybe I'll fire up Axure and see if I can design something.

In the character builder, in the very first section labeled “home” all the way at the bottom of the page the toggle needs to be set to “public.”
So, ready? 1. Created campaign. 2. Copied link to campaign. 3. Pasted link in another browser window. 4. Joined my own campaign with a character I previously created for my wife. 5. Unassigned that character from myself. 6. Sent my wife the link to the campaign. 7. She joined campaign, and chose her character. See?! Yessss it's just that simple.
Nutshell-ish: Join the campaign (even though you're the DM) with the character you want to later release control of, so another person who joins can then take control of said character. 👍

The unassigned status is the default... it's not that the other person unassigned the character, it's that he didn't claim then himself.
This functionality could use an overhaul, to be more intuitive and user friendly, for sure.
It has not been my experience that unassigned is the default. Can you explain what leads you to call it the default?

It's definitely not intuitive, and absolutely needs to be improved. I hope it gets on the docket for work one of these days.

What do you mean? You can add a preexisting character to a campaign.
That what isn’t a feature? You can add characters to campaigns, Which is what the OP asked about.
