While wearing this cloak, you can use an action to speak its command word. This turns the cloak into a pair of bat wings or bird wings on your back for 1 hour or until you repeat the command word as an action. The wings give you a flying speed of 60 feet. When they disappear, you can't use them again for 1d12 hours.

get a few horns from an artificer or somebody (or rip them off a demon) and put em on ur head, give it to a changeling, give it all kinds of magic items to use (necklace of fire ball) and them younger demons wont see it coming when a higherup demon with an enchanted whip, a flame tongue and most of all one of those rings that hold spells, and put meteor storm, and power word kill for effect when a lesser enemy comesn ( this is a joke all that would take would be out of your attunements and most of this prob isn't even legal but make the changeling have werebear lycanthrope)
So does this mean if you repeat the command word @ 59 minutes one could fly for days??? If so game changer! Boo-Yah!
No. Here's how it should be read;
The intent is that if you speak the command word before an hour is up, the wings turn back into a cloak early. It's a toggle, not a renewal. If you're in mid-air when you do that, you will fall.

No, in my campaign the wings work endlessly until the hour ends, and then the player simply says the command word, and they can continue flying.

at the end of the flying, the wings disappear and they do come back for 1d12 hours. So that's the way it is, and the way I interpret the rules.
This is DND, its is supposed to be fun, and not Rules Lawyer corruptible.
If you fly, say 10 minutes, then use the command word to stop flying, can you use the command word again to use the 50 minutes or would you have to wait 1d12 hours?
RAW the moment that they disappear (after the 10 minutes you used as an example) you can't use them for 1d12 hours, but I'm sure you could talk to your dm about that
The I guess RAW it's better to keep them active until they expire naturally then, b/c you don't know when you might need them.
Hmm, the way these work seems rather clunky; a simpler system would be to just give it 4 charges that grant up to 1 hours use each, refreshing on a long rest. Technically RAW allows for a potential 12 hours use per day, but bad rolls could see you get only 2, so 4 charges is probably reasonable.
Perfect for vampires you can stay out in the sun covered by the cloak and you can fly without being a bat
