While holding this fan, you can use an action to cast the gust of wind spell (save DC 13) from it. Once used, the fan shouldn't be used again until the next dawn. Each time it is used again before then, it has a cumulative 20 percent chance of not working and tearing into useless, nonmagical tatters.

Does the bearer need to make concentration checks when hit, as if casting gust of wind like normal?
When you cast a spell, you still use all normal spelcasting rules even if you're not using your spellcasting feature, unless an item description says otherwise.

I guess for those that don't want to roll a d100, you could also say each time you use it, you roll a d10, with the dc starting at 1, and goes up by 2 each successive use.
(so first use is DC 1, guaranteed success with no need to roll, then DC 3, then DC 5, then DC 7, then DC 9, then guaranteed to fail at DC 11 on a d10)
Does anyone know if: When an evocation wizard uses this item, if they can use their “Sculpt Spells” ability to have the Gust of Wind spell from the fan not affect their fellow party members?
