That's rather annoying that it's so late. The book had it's status changed in the menu at 0700 UTC. I'd have hoped it was set to release at midnight on the 17th of a specific timezone, and 0700 UTC would match midnight for the American west coast. If it's not being released until 1400 UTC, then that's 1am on the 18th for me personally.
Well, it answers my question, but come one D&D Beyond, not all of your customers are in the US.
I'm used to things releasing at midnight PST but advertising a date and waiting until 7am for one of the western-most timezones is beyond stupid. It's a very American thing to think the entire internet is centred on you.
It is the same for me, I am unable to access the material for Planescape. I bought the digital only pack, so I literally cannot access any of the material.

Oh I see, so they should be aware that "digital/physical" means digital or physical and is super misleading:
Planescape: Adventures in the Multiverse IS A BUNDLEof 3 books. Advertising "digital/physical bundle pre-ordered" fully suggests, because there was a repeating choice to use "/" which means "or" - that if we pre-order ONE of the alternates, we will gain early access.
This seems purposely misleading.
While apologise for being misleading, I was not being purposely so. I have clarified my post to make it explicitly clear that the early access is for the combined digital and physical bundle ordered through dndstore.wizards.com.
We really need a survey/poll on this. I know you get tired of explaining it, and I imagine this policy to be super unpopular. I do believe it to be purposefully misleading, however I don't think that has anything to do with you.

Targeted release time is still an hour away...
where do you see the target release time? edit. nvm im a dum dum i had to look up to see it
Maybe for future releases have the targeted release time posted along with the date so that people who bought this understand when it is really available.
I still don't see where that is listed other than seeing people mention it here.
Here, fixed it for you:
The book will release for all users on October 17, 2023 at some point in the day when we get around to it. Just keep reloading the page all day and eventually the content will be there, if all goes well. Keep rolling and you will get that Nat 20!
Is this content ever actually getting released? - advertised as early access from Oct 3rd if pre-ordered… then clarified only early access with physical bundle (why??). Now it’s the 17th and still no access… what is the actual point of pre-ordering content? - definitely won’t be falling into this trap again
Where is this target time? It is not prominent. Date, very easy to see. Time, didn't know it existed until I got to this forum after not being able to access.
Pass this along to the appropriate team: Don't just list the date, or people will assume midnight. If you can put "October 17th, 2023" on a web page it is JUST as easy to be "October 17th, 2023 at 1400 UTC". That would head off confusion.
Granted majority of those issues should already be fix during Early Access or at less that's my opion
These are issues that can occur each and every time you run the process due to the complexity of said process. They risks that can be mitigated, not bugs that can be fixed.
Gate Warden is showing up in the book and on "Character Backgrounds," but is not appearing when making a new character in the Character Builder. Planar Philosopher is, correctly, appearing both places. My entitlements are in sync according to the account page.
[As of a couple hours ago the problem has been resolved for me]
The book is finally marked as released here but all content either links to a 404 page or back to the marketplace.
Same here. There is no "sync my entitlements" option in the link either; it says all my entitlements are synced.
The target* time for the general release of this book is 1400 UTC.
It seems that the site goblins have got a little eager with updating the megamenu and this has been flagged. Sorry for the confusion
*I can't stress this enough that this is a target time and the release may very well be later due to circumstances beyond the teams control, such as:

12:55am on the 18th of October and it's now available.
They use to release ad 09:00 European time in the past (like Demiplane), do change to later hour to avoid issue arising with no staff in.

So, I was able to access the info. As others have mentioned later, the Gate warden is not present in the backgrounds.
Planar Wanderer Feat not showing even if prerequisites are met.
