You could say that about literally any piece of equipment your character can purchase or otherwise obtain. The value that goes into making it represents both raw material and the time and effort devoted to it.

You're paying your god to make you things. You don't need to provide specific material - the deity can manifest it. The ability functions as a portable item shop that does custom jobs. It accepts any metal as currency and provides an item that must be partially metallic, because the shopkeeper's proficient in smith's tools and tinker's tools but isn't so great at unrelated trades, like weaving. And there's a cost limit because the deity is doing a lot of things at once and costlier things take more time to make.
So you can buy e.g. 5 silvered blowgun needles from the shop, but not 10. The rules for the ability explain why. It makes no difference if you pay in silver or not. Your deity will accept electrum, iron, tin, you name it.
Personally, I wish that the Forge Domain cleric could create silvered weapons. Since clerics are already adept at fighting undead and evil entities, I think it would be very "on brand" for this subclass to be able to produce silver weapons for the purpose of fighting those cursed by lycanthropy.
I wrote up an optional subclass feature along those lines, but this is of course homebrew and not RAW.

Given everyone else's response to this subject, we're gonna go with the safer bet and say no. But in theory, you could simply use this ability to spend gold and get silver ingots. It's a simple request, and follows these rules. Then simply forge your own sword out of the silver, since forge clerics are proficient with smith's tools. I can't imagine that you wouldn't be capable, as a forge cleric, of forging your own sword.

Yes you can do that but you need access to a forge and a lot longer than an hour (XGTE suggests a little over 2 work weeks). If you are travelling along a road and someone coming the other way tells you there are werewolves a day's travel away that won't be much help.

If the silvering process takes 100gp, and that's what you can make up to, then couldn't you, in theory, create the silver coating as your item and just have it be perfectly covering the existing weapon?

RAW doesn’t make that sort of distinction. The final value of the item would be more than 100gp. Doesn’t matter how you got there. But as always, ask your DM.

It a while since I played a forge cleric but the main use I found for it was reducing the weight of loot. If you defeat a foe wearing chain mail, or find a chest containing 400cp) it isn't usually worth looting it but if given an hour into a lump of platinum of the same value you can carry on your adventure without encumberance.

You aren't creating a whole new weapon or duplicating it, you're simply adding a plating, a covering, of silver to a pre-existing weapon. And of course, "This cost represents not only the price of the silver, but the time and expertise needed to add silver to the weapon without making it less effective." That's just paying someone else to silver it for you.
Therefore, I as a DM would rule that if you had enough silver to coat a weapon, maybe even an ingot of silver (A 5-pound silver bar is worth 25gp) with an extra payment of 75 gp upfront, then that would be 100 gp exactly. But of course, that's just my personal ruling, and how my DMs have ruled it in the past.
However, that's if I was even being that harsh, since the skill doesn't really even rely on your expertise of crafting. Your god allows you to conduct a ritual that magically transforms the metal, so I might even rule that one ingot of silver would silver one weapon. Doesn't even really matter in the end, since it'd still take one whole hour to silver only one weapon. 25 gp or 100 gp, still one hour of crafting time.
Realistically, it would make sense to make someone pay 100 gp for silvering one weapon either way, either by crafting or hiring someone else.
Of course, I'm a really laid back DM, so take what I say with a grain of salt. Your table your rules, of course! I'm just throwing my honest opinion into here.
